Abstract: S. 1261, the “Providing for Additional Security in States’ Identification (PASS ID) Act of 2009” sets the minimum security standards that driver’s licenses (DLs) and identification (ID) cards issued by states and the US territories must meet to be accepted for official federal purposes. Section 5 paragraph (a) of S.1261 requires the Department of Homeland Security (DHS) to issue an interim final rule (IFR) that implements the act within 9 months of final passage. In order to meet this timeframe and perform the supporting regulatory analysis required by Executive Order12866, DHS needs to collect data on state and territory DL/ID operations that will determine the costs of the IFR. Without this survey, DHS would not be able to meet the congressionally mandated deadline. The survey is titled, The State Licensure Survey
