Abstract: Immigration and Custom Enforcement (ICE) seeks to assess the attitudes of state and local partners to more clearly understand their perceptions of the new program, Secure Communities. This program was mandated by Congress, and ICE seeks to understand what barriers they will face in rolling this out at the state and local level.
