Abstract: The purpose of this information collection is to provide matching payments to the eligibile producers who collect, harvest, store and transport the eligible materials to the qualified biomass conversion facilities.

Emergency Justfication: The Presidental Directive was issued to the USDA Secretary of Agriculture to expediate on the investment in and production of biofuels. Commodity Credit Corporation is expediting in the implementation of the Biomass Crop Assistance Program (BCAP) that provides matching payments to the eligibile producers who collect, harvest, store and transport the eligible materials to the qualified biomass conversion facilities.
