The BLS signs cooperative agreements with States, and political subdivisions thereof, to assist them in developing and administering programs that deal with occupational safety and health statistics and to arrange through these agreements for research to further the objectives of the Occupational Safety and Health Act. The Occupational Safety and Health Statistics Cooperative Agreement application package attached here for approval is representative of the package sent every year to the State agencies and is, therefore, considered a Âgeneric package. The works statements are not the actual work statements that the applications will see in subsequent fiscal years. The BLS will submit any changes to the program work statements to OMB on an annual basis, along with a description of the changes. If OMB determines that the changes are substantive, the BLS will publish a 30-day notice in the Federal Register describing the changes and allowing the public an opportunity to comment.
