Short Statement: The estimated burden of 96,800 hours is a little more than one and three quarters as much as the current inventory of 55,000 hours due to increased efforts to improve response rates (two mailings followed up by a phone call for non-respondents) along with the increase in minutes per questionnaire from 10 minutes to 15 minutes for the more detailed criteria questionnaire.
