The American Recovery and Reinvestment Act of 2009 (Recovery Act)provides additional funds for two Employment and Training Administration (ETA) programs  INAP ($17,820,000) and SCSEP ($120,000,000). To obtain funds, grantees must submit a response to each programÂs Planning Guidance TEGL. In each case, the grantee must provide a budget, budget narrative, statement of work, and standard certifications and assurances. ETA must act quickly to issue guidance to grantees on how to distribute the Recovery Act funds, a fundamental goal of the Act.
To obtain Recovery Act funds, INA and SCSEP grantees must respond to their respective programÂs Planning Guidance by providing a budget, budget narrative, statement of work, and standard certifications and assurances. Because grantees have a very short time to obligate the Recovery Act funds, ETA is requesting an emergency ICR approval of the INAP and SCSEP recovery Act TEGLs. These funds will flow quickly into programs for low-income Indian youths and low-income seniors - a Recovery Act goal. However ETA has only a short period of time to issue guidance to grantees on how to distribute the Recovery Act funds. An emergency clearance will provide a definitive set of instructions to grantees in the most expeditious way provided by both the PRA and the ARRA.
