OMB approves the extraordinarily high school incentive of $1000 per school given special circumstances of this study. In particular, these circumstances include the limited number of schools available that meet criteria for study inclusion and the lack of a "treatment" or "delayed treatment" of commercial or other intrinsic value to the study schools. We recognize that these circumstances, along with the burden imposed on the schools, will make recruiting difficult. This study does not contain an incentive experiment, so will not provide information on the impact on the incentive that can be used as precedent for other studies. We strongly encourage IES to think about strategies, and experiments to test these strategies, to address the apparently pervasive problem of schools in NCES and NCEE studies being unwilling to participate given mandatory testing and other demands on their time.
