Abstract: Public Law 99-396 provides for certain aliens to be exempt from the nonimmigrant visa requirement if seeking entry into and stay on Guam as a visitor under certain conditions. It is being expanded to aliens seeking entry into the Commonwealth of the Northern Mariana Islands. This form, the I-760, is the agreement between carrier of the alien and the United States.
