Abstract: To facilitate candidates' consideration for a scholarship by participatingUSDA Agencies and 1994 Land-Grant Tribal Colleges and Universities.

Emergency Justfication: The Office of Civil Rights' 1994 Tribal Colleges and Universities (TCU's) is requesting emergency approval to launch a new scholarship program entitled the 1994 Tribal Scholar Program by January 2009. The approval will enable USDA to move forward in soliciting entering freshmen students at the 32 1994 TCUs in time to register for the Fall semester, which varies among the TCUs.
