The proviions of this subpart apply to each municipal solid waste landfill that commenced construction, reconstruction or modifica- tion on or after May 30, 1991. Owners or operators of subpart WWW landfills are required to comply with reporting and record keeping requirements, and maintain records of specific informa- tion needed by EPA to determine if compliance has been achieved.
