OMB appreciates that NCES wants to maintain response rates for the last wave of this longitudinal study and is therefore agreeing to a variety of incentive strategies. However, we wish to clarify that our agreement to allow Âproduction phase incentives is because of concerns about a Âconditioning effect for this specific group of individuals given that incentives were offered to them during the production phase during the last round of interviewing. We do not find evidence of possible response rate improvements provided in the supporting statement persuasive. More generally, OMB looks forward to a broad discussion with NCES about incentive strategies well before another submission for the BPS or related collections, such as NPSAS and B&B.

This OMB package if for the full scale BPS 2004/2009 Study. BPS previously received OMB approval for a field test earlier this year. This package requests clearance for the full scale study. The BPS 04/09 will be the second follow-up interview for students who first participated in the Beginning Postsecondary Study in 2004 and were later interviewed in 2006. The BPS studies students who first entered postsecondary education in 2004 and follows them throughout the postsecondary education experience, tracking their enrollment, persistence, progress, attainment in undergraduate education, as well as their post-graduate entry into the labor force or continued education in graduate and professional schools.
