U.S. vessels fishing on the high seas in the Western and Central Pacific Fisheries (WCPF) Convention Area would operate position locating devices as part of the vessel monitoring systems of NOAA and the WCPF Commission. The vessel position reports would be used by NOAA and the Commission to help ensure compliance with domestic laws and the CommissionÂs conservation and management measures, and are needed in order for the U.S. to comply with its obligations under the WCPF Convention.
