Per conversation with Chris Savage, chief of the Manufacturers Shipment, Inventories, and Orders Branch, the Census Bureau shall make corrections to the cover letter, form, and instructions. Prior to the commencement of the Manufacturers' Shipments, Inventories & Orders to the Department of Defense forms distribution, the Census Bureau shall provide on its Internet site prominent links to a set of finalized survey forms, including instructions and cover letters, comparable to those provided for the 2007 Economic Census report forms. The final forms and letters shall reflect any changes in the OMB number and expiration date, and Census leadership from those submitted for review.

The Manufacturers' Shipments, Inventories and Orders to the Department of Defense (M3DOD) survey is conducted every five years. Data requested are shipments, inventories, and unfilled orders from domestic manufacturing companies that encompass defense manufacturing activities. This survey will collect data for use in preparation of statistical estimates on economic conditions for seven industries with defense manufacturing activities. The value of shipments measures total net shipments delivered by domestic defense manufacturers. Changes in levels of unfilled orders measure excess of deficient demand for defense manufactured products. The level of inventories is used to monitor the defense business cycle.
