The Refuge Alternative would provide a protected, secure space that creates a life sustaining environment to protect miners when escape from the mine is not possible and to assist them with escape in the event of a mine emergency.
The new burden is a result of the Consolidated Appropriations Act of 2008 that requires the Secretary propose regulations pursuant to Sec 315 of the Miner Act requiring rescue chambers, or facilities that afford at least the same measure of protection, in underground mines.
