License Exception ICT will allow parent companies and their approved wholly-owned or controlled in fact entities to export, reexport or transfer many controlled items to each other and to their foreign national employees for internal company use only, without needing to obtain an individual validated export license. In order to gain authorization from BIS to use this license exception, parent companies must document to the bureau the existence of an effective internal control program, known under the associated rule as an ICT control plan.
