The Ports and waterways Safety Act authorizes the Coast Guard to require pre-arrival messages from any vessel entering a port or place in the United States. This information is required to control vessel traffic, develop contingency plans and enforce regulations. Vessel owners and operators may apply for a waiver of rules.
The change (i.e., increase) in burden is an ADJUSTMENT and is strictly due to an increase in the number of vessel arrivals. The Coast Guard now uses a relatively new data base--MISLE--for estimating vessel arrivals and this allows us to more accurately estimate the vessels impacted by this Collection Of Information. The methodology for estimating hour burden per respondent per year remains unchanged.
