To establishes terms and conditions under which certificates are issued permitting U.S. importers holding certificates to enter specialty sugars from specialty sugar source countries at the in-quota tariff rates under the sugar tariff-rate quota (TRQ).

The burden hours increased from 24 to 30 hours because the number of applicants increasing from 20 to 25. The reason for the increase is due to importers of caster sugar filing the TRQ and displacing applicants who import other specialty sugars.
