EPA has amended the new source performance standards (NSPS) for equipment leaks of VOC in the Synthetic Organic Chemicals Manufacturing Industry (SOCMI) in 40 CFR part 60, subpart VV and promulgated new standards for equipment leaks of VOC in the SOCMI in 40 CFR part 60, subpart VVa. The information collection requirements in the existing subpart VV are included in the currently approved information collection request (ICR) for the Consolidated Federal Air Rule (CAR), along with the information collection requirements for numerous other rules that reference the CAR. This ICR builds on the previously approved ICR by covering the proposed information collection requirements for sources currently complying with subpart VV and additional sources expected to comply with new standards in subpart VVa during the next three years. Information collection requirements for the other subparts that reference the CAR are not changed in this ICR. Potential respondents subject to additional information collection requirements include existing process units (or sources) that are already subject to subpart VV and an estimated average of 76 new or reconstructed process units that will be subject to subpart VVa during the next three years. Under the new standards in subpart VVa, sources are requried to maintain records of leaking open-ended lines and connectors, instrument calibration activities, all instrument readings, and the results of weekly pump inspections. In addition, the sources would be required to include information about leaking open-ended lines and connectors in semi annual compliance reports.
The overall decrease in burden from the previously approved ICR is a combination of an estimated increase in burden resulting from new standards under subpart VVa and a revised lower estimated number of sources subject to subpart VV. The new standards in subpart VVa require additional recordkeeping and reporting activities to help ensure compliance. These standards require sources to maintain records of all instrument readings so that inspectors can track changes for specific equipment. Sources will be requried to keep records of monitoring instrument calibrations and drift checks to help inspectors assess the accuracy of leak measurements. Sources will be required to keep records of the date and findings of weekly visual inspections of pumps to document compliance with the inspection requirement and identify leaks, if applicable. Sources will be required to monitor connectors at least once every four years and open-ended lines semiannually to provide assurance that the caps, plugs, blind flanges, or secondary valves are secure. As a result, sources also will be requried to keep records of any leaks identified when monitoring the connectors and open-ended lines. Finally, sources will be required to include information about any leaking connectors and open-ended lines in semiannual compliance reports.
