The collection is used to provide supervised credit as legislatively mandated, ensure when loan funds are used for construction, work is completed according to applicable state and local standards; ensure loan repayment plan is developed using realistic data; and develop a loan assessment.
The agency is publishing a final rule to consolidate several CFR subparts and to move FLP regulations from 7 CFR Chapter XVIII to 7 CFR Chapter VII. Therefore, the agency is requesting that a new OMB Control Number be assigned to this information collection, which includes collections applicable to FLP currently approved under control numbers 0575-0042, 0575-0093, and 0560-0154. While most of the burden associate with this collection is the result of transferring burden from other collections, there is a reduction of -11,256 hours as a result of changes to the regulation and an increase of 46,121 hours due to previously unapproved collections. Finally, the request included an increase of 44,630 hours as a result of adjustments --changes in the number of respondents, responses per respondent, or response time.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
