Respondents are owners or operators of rubber tire manufacturing plants which include each undertread cementing operation, each sidewall cementing oepration, each tread end cementing operation, each bead cementing operating, eac green tire spraying operation, each Michelin-A operation, each Michelin-B operation, and each Michelin-C automatic operation. The standards require the sub- mission of notification when conducting performance tests and periodic reporting including semiannual reports of excess emissions and annual reports of Method 24 formulation data.
