Motor carriers are required to maintain certain information in a Driver Qualification (DQ) file for each driver it employs. The file contains the minimum information necessary to document the qualifications of a driver to operate a commercial motor vehicle (CMV)in interstate commerce. Under certain circumstances a motor carrier is required to furnish portions of the DQ file of a former employee to a motor carrier considering that driver for employment.

This program adjustment increases the currently approved burden by 718,648 hours [3,254,580 new burden hours - 2,535,932 current approved burden hours = 718,648 hours. The increase is primarily the result of updating of the agencies figures concerning the volatile hiring market for truck drivers, and the benefit from the agency having data on the effect of the 2004 final rule titled, ÂSafety Performance History of New Drivers. The rule required a driverÂs former employer(s) to respond to a request for certain records it has on the subject driver.
