Short Statement: The decrease in burden is the result of the removal of employers in an active status with 2 or fewer employees for the past 12 months which became a permanent reduction in the ARS in 2006. The decrease in burden is also the result of the temporary change to a four-year cycle for ARS collection (change in frequency of collection).
