The purpose of this project is to conduct formative research to determine the most realistic and efficacious approach for developing a microenterprise project to reduce HIV/STD-related risk behavior among unemployed or underemployed high-risk African-American women in the southeastern United States, who are among those most at risk for HIV infection in the country. We will conduct (1) focus groups of up to 8 women in each of four communities in the Southeast; (2) focus groups of up to 8 community leaders in each of the same four communities; and (3) individual interviews with a total of up to 32 of the women from the focus groups. Respondents will include at risk African American women in the Southeast and other key interviewees in their communities, located in rural and urban areas of Florida and North Carolina where HIV and other STD rates are high. The focus groups will capture demographic information, attitudes, and knowledge regarding income-generating activities that are feasible (can be done with small capitalization and by these women with some training and other preparation), attractive (women will do this work), and useful (likely to produce income to address a reasonable proportion of economic need; the community will use the service or purchase the product of the activity). Individual interview topics are more personal, and will explore behavioral, social, and economic conditions that might contribute to risk for HIV infection. The focus groups and interviews will take about two hours each to complete. A screening interview for women participants will take about 10 minutes to complete. The total estimated annual burden to the public is 202 hours. There are no costs to respondents other than their time. Interview information will be coded and analyzed using software for qualitative data management and analysis. Results will be published in peer-reviewed journals, and information from this project will inform the development of economic empowerment interventions to reduce risk for HIV infection.
