Licensing and certification organizations that wish to have their tests and their organizations approved for payment of educational assistance under the education programs VA administers must apply for approval to a State approving agency.
OMB desk officer requested VA to withdraw the ICR and resubmitted for an emergency approval. Once approved, VA will resubmit the ICR through the normal process. VA's OMB desk officer waived the 30-day Federal Register notice.
