The information collected from State approving agencies provides notification to VA of approval and supervisory activity under contract with VA for professional services.
OMB desk officer requested VA to withdraw the ICR and resubmitted for an emergency approval. Once approved, VA will resubmit the ICR through the normal process. VA's OMB desk officer waived the 30-day Federal Register notice.
VA is revising the existing approved hours to include hours attributable to other required reporting activities performed by the SAAs. Previously only the quarterly reporting activities were approved. The new hours are for a collection that was not previously approved. The collection has been in existence for over 30 years. Because the information is a collection obtained from states VA have under contract, VA felt it was a deliverable and not a collection. However, when VA's attorney review the existing CFR, it was determined the notice requirement are a collection.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
