These regulations are intended to prevent or mitigate the result of accidental releases at waterfront facilities. The requirements are necessary to promote and verify compliance with safety standards.
The change is attributable to a change in the methodology for identifying this data triggered by the Coast GuardÂs shift of databases from the Marine Safety Information System to the Marine Safety and Law Enforcement System.
