Abstract: The information is needed to detect violations of Antiboycott provisions the Export Administration Act and Regulations to determine if an investigation or prosecution is necessary and to reach settlement with violators. Voluntary self-disclosures allow BUS to conduct investigations of the disclosed incidents faster than would be the case if BIS had to detect the violations without such disclosure.

Emergency Justfication: When BIS published the Antiboycott Penalty Guidelines as a proposed rule on June 30, 2006. BIS proposed amending existing collection OMB 0694-0058 “Voluntary Self-Disclosure”. Based on public comments, BIS has completely revised its annual burden estimate. BIS believes it is no longer appropriate to submit the Antiboycott voluntary self-disclosure as an amendment. BIS is on schedule to publish the final rule in early May 2007 and therefore requests emergency treatment to enable publication and enforcement activities to begin as soon as possible.
