Framework Adjustment 4 to the Monkfish Fishery Management Plan (FMP) contains a new collection of information requirement that builds upon existing requirements contained in the Northeast Region Permit Family of Forms. This action proposes one measure that would provide any limited access monkfish vessel fishing in the Northern Fishery Management Area (NFMA) the ability to change its days-at-sea (DAS) declaration through its vessel monitoring system (VMS) unit from a Northeast multispecies Category A DAS to a monkfish DAS while at sea if the vessel catches more than the applicable monkfish incidental catch limit on a given trip. This ability to change the vesselÂs DAS declaration at sea is a new collection of information requirement. This data collection submission requests approval of this new information collection requirement in order to implement the above provision contained in Framework 4 to the Monkfish FMP.
