Timber Sale and Integrated Resource Contracts require contractors to provide the Forest Service with current information about planned activities to be performed under the contract. The collected information is necessary to assist the Forest Service in planning contract administration work, scheduling delivery of government furnished materials and to determine a contractor's eligibility for a timber sale contract term adjustment and extension. Depending on the contract form, size, scope and length this may include one or more of the following Operating Plans: Plan of Operations, Technical Proposal, Annual Operating Schedule, Plan of Operations for Road Construction, Spill Prevention Control and Countermeasures Plan, and Fire Prevention and Control Plan. Standard contract clauses detail the minimum information required for each of these plans. There is no prescribed format for the collection of this information, which may be submitted in the form of one or more charts or letters. To assist first time contractors and small businesses most contracting officers will provide outlines or templates that can be used as guides for organizing and submitting the required information. Respondents are individuals and businesses that entered into a contract after signing a bid form (OMB 0596-0066) that included a statement that the bidder will accept award under the terms of the sample contract. Form FS-2400-67 was added to package, as it was determined that field units and contractors needed option of established form for submitting annual operating plans.

The Forest Service increased its estimate of the time burden associated with preparing operating plans to 1.6 hours per response. This was determined to be a more accurate estimate after individuals indicated that they were spending more time preparing operating plans than the previously .5 hours estimated by the Forest Service. This revision resulted in an increase of 13,325 burden hours. This change coincidentally increased the estimated annual cost burden.
