Land exchanges are discretionary, voluntary real estate transactions between the Secretary of Agriculture (acting by and through the Forest Service) and a non-Federal exchange party (or parties). Land exchanges can be initiated by a non-Federal party (or parties), an agent of a landowner, a broker, or a third party.
Estimate of the number of land exchanges has decreased. It is anticipated that the Forest Service will participate in fewer land exchanges over the next three years than in the past. Decrease is based on assessment of suitable land available for exchange and decrease in number of personnel available to work on land exchanges.
