40 CFR part 63, subpart GGGGG, applies to site remediation activities to cleanup materials containing organics that could be released to the atmosphere as a hazardous air pollutant (HAP). These site remediation activities are conducted at any facility where materials containing organic HAP currently are or have been stored, processed, treated, or otherwise managed at the facility. The types of businesses most likely to be subject to the standard include, but are not limited to: organic liquid storage terminals, petroleum refineries, chemical manufacturing facilities, and manufacturing facilities using organic materials.
Although there have been no changes in the regulation, there are changes in the labor hours and costs estimates due to: (1) the use of updated labor cost numbers, (2) the inclusion of the overhead costs into the labor costs, and (3) the removal of compliance and enforcement-related activities listed in the previous ICR.
