The purpose of the Youth Conservation Corps (YCC) is to further the development and maintenance of the natural resources of the United States by American Youth, and in doing so, prepare the young people of this country for the ultimate responsibility of maintaining and managing these resources. Three objectives are: 1) Accomplish conservation work on the land; 2) provide gainful employment for 15 through 18-year old males and females from all social, economic, ethnic, and racial classifications, and 3) develop an understanding and appreciation in participating youth for the Nation's natural environment and heritage.
In 2003, when this collection was renewed, the Forest Service was approved for 6,000 burden hours. Adjustments and refinements to the calculations for agency estimates have resulted in an overall reduction in the estimated burden hours. For this renewal, the Forest Service is requesting 1,800 burden hours for the YCC application and 467 burden hours for the Medical History form, for a total for 2,267 burden hours.
Note regarding change in annual number of responses: In 2003, the Forest Service submitted estimated annual number of responses as 18,000. The OMB approval notice gave approval for 1,800 annual responses, while the annual number of burden hours approved was the same as requested, 6,000 hours. It is assumed that the decrease in the annual number of respondents was a typographical error. The increase in the annual number of respondents from 18,000 to 20,000 is due to submission of a separate IC for the Medical History form. In 2003, the burden hours for this form were included in the estimated burden hours for the YCC application. A separate IC was prepared for this submission due to the fact that it takes longer to fill out the medical history form and only those selected for the program fill out this form (which is mandatory for program participants).
