Short Statement: The FTC staff is planning to increase the sample size for the FTC's proposed Energy Labeling Study from 3,000 to 4,000 (the size of each individual cell will increase from 300 to 400). This change was prompted by the public comments received in response to the FTC's 30-day Federal Register Notice (71 FR 36088 (June 23, 2006)) and suggestions made by the FTC's contractor, Harris Interactive. Specifically, one commenter (the Association of Home Appliance Manufacturers) suggested that this increase would "demonstrate more accurately which label is preferred by prospective and past appliance purchasers." Another commenter (Whirlpool) stated that the change would "allow more robust interpretation of the results." The comments received in response to the FTC's 30-day Federal Register Notice are available at http://www.ftc.gov/os/comments/appliancelabelingresearch. Given this increase in sample size, the total estimated burden hours for the proposed study would be approximately 2,000 hours (the previous estimate was 1,500) and the total number of respondents would be 26,667 (the previous estimate was 20,000).
