The Heoes Stamp information collection implements FEMA's interim final rule 44 CFR Part 153, which establishes the mechanisms by which the agency will distribute the proceeds from the sale of a semipostal stmap to the families of emergency relief personnel killed or permanently disabled while on duty in connection with the September 11, 2001 attacks. This collection constitutes the application and eligibility determination process.
