Framework Adjustment 40-B includes a provision to implement a special access program (SAP) for fishing vessels to target haddock with hook and line gear in the Western Gulf of Maine groundfish closure area. This submission requests clearance to electronically collect daily trip reports from vessels using their vessel monitoring systems (VMS) in order to monitor the total allowable catch for cod and haddock within the SAP.
