APHIS is proposing to codify the requirements for requesting changes in our regulations that restrict the importation of plants, plant parts, and plant products. Under this proposal, persons who request changes to those regulations would be required to provide certain mandatory information as a prerequisite to consideration of the request by PPQ, APHIS. This action is needed because few applicants provide the basic information required to properly consider their requests.
