Abstract: The Baseline Report will provide a picture of the communities ability to withstand disasters at the beginning of it's designation as a Project Impact Community. The annual Report will assess the communities progress for five years. Both reports will provide a means to measure the proper use of grant funding and data for GPRA reporting.
