A two-phase rebuilding plan for Atlantic blue marlin and Atlantic white marlin was developed by the International Commission for the Conservation of Atlantic Tunas (ICCAT). The first phase of the ICCAT rebuilding plan included a recommendation for the United States to annually limit its landings to 250 recreationally-caught Atlantic blue and white marlin, combined. A vital component to ensure compliance with the ICCAT recommendation is enhancement of monitoring for recreational marlin landings, particularly for landings that occur outside of tournament events.
