Census 2000 taught us important lessons emphasizing the need to begin planning and development early in the decade. The 2004 Census Test, which is a significant component of the advanced planning, will evaluate new methods, procedures, wording, ques- tions and instructions designed to reduce cots while improving coverage and data quality. The Census Bureau will select the most promising changes and innovations for use in Census 2010. This test will be limited to NW Queens and three counties in SW Georgia. Every housing unit in these two sites will receive a questinnaire.
