Abstract: The NMFS is submitting a Skate Fishery Management Plan Proposed Rule. This submission requests the clearance of a collection-of- information requirement to request a Letter of Authorization (LOA) to participate in the skate bait exemption fishery. Persons holding a Federal skate permit and wanting to participate in the exempted fishery must: (1) Request an LOA to fish in the fishery; and (2) provide notification when they withdraw from the fishery. This information is necessary to manage the fishery.
