Approved as a pilot test only. If anything changes with the pilot test (including procedures for administering the test by internet or PDA instead of paper and pencil) ED must submit those changes to OMB for approval using a change worksheet. ED must submit a new package (under OMB # 1850-0785) prior to the full scale study. OMB will waive the 60-day FR notice for this request, but ED should submit the full ICR to OMB at the same time that they submit the 30-day FR notice. ED should submit the request well enough in advance that OMB will be able to take the full 60-day period to review the request, if necessary.
