Approved for use through 11/2003 as revised pursuant to the enclosed agency comments and pursuant to the following conditions: 1) no later than 5/30/2003 ONDCP submits to OMB a plan for: a) identifying potential limitations of these data (e.g differing fiscal year cycles) and b)caveating study findings; and 2) ONDCP initially fields this instrument with a small sample of cities to discover and address any unexpected issues prior to full implementation. ONDCP must submit to OMB a brief summary report of this "pilot" prior to proceeding with the full scale effort.
