Abstract: CCC-owned Nonfat Dry Milk (NDM) sitting in storage is approx. 1.2 billion pounds. The National Nonprofit Humanitarian Program (NHP) will expide the sell of NDM for a nominal fee to IRS tax- exempt 501(c)(3) national nonprofit faith-based and community volunteer organizations to help feed the hungry in the U.S. The Federal Agricultural Improvement and Reform Act of 1996, Sec. 165 of P.L. 104-127 and the Agricultural Marketing Act of 1949, Sec. 416(a) Disposition of commodities to prevent waste authorizes the NHP.
