This information collection request is approved until 5/2005 as requested by the Agency. The supporting statement addresses the burden associated with CBM, however the burden totals recorded appropriately include the burden related to EPA's collection for recordkeepign and periodic reporting of the production, import, recycling, destruction, transshipment, and feedstock use of ozone-depleting substances. When EPA resubmits this ICR for renewal, the Agency should ensure that the revision addresses the terms of clearance issued on 5/9/2002, namely, that EPA should clarify whether, and if so, why, the cost burden has changed as the ICR (EPA #1432.21) indicates, and should explain why the Agency no longer anticipates electronic reporting of required information. EPA is reminded that under GPEA, the Agency should make every effort to have mechanisms for electronic reporting in place by October 2003. EPA is also reminded that each ICR submission should include any forms used in the collection of information. Such forms are integral parts of the information collection package and thus must be available for OMB review. Finally, EPA should ensure that forms have an expiration date and burden statement_as required by the Paperwork Reduction Act.

With this Information Collection Request (ICR), EPA's Office of Air and Radiation is revising the previously approved information collection by the same title (OMB number 2060-0170, ICR number 1432.21). The upcoming publication in the Federal Register of a Notice of Proposed Rulemaking for the phaseout of Chlorobromome- thane (CBM) will impose new recordkeeping and reporting require- ments associated with the production, import, export, recycling, destruction transhipment, and feedstock use of CBM.
