FEMA requires information from a commercial nuclear power plant licensee who seeks certification under Federal assistance, when a "decline or fail" situation exists at a commercial nuclear power plant site. The certification is in the form of a letter from the licensee chief executive officer. When the licensee request federal facilites or resources, FEMA will notify NRC to request advice or assistance as to whether or not the licensee made maximum use of its resources and is in compliance with federal regulations.
