A party affected by a decision of an INS Officer may appeal that decision to the Board of Immigration Appeals (Board) provided the Board has jurisdiction pursuant to 8 C.F.R. section 3.1(b). An appeal from an INS Officer's decision is taken by completing the Form EOIR-29 and submitting to the INS office having administrative control over the record of proceedings.
