Abstract: Vessel ownes and vessel operators in the rock shrimp fishery in the exclusive economic zone of the South Atlantic would be required to obtain Federal permits under a new limited access proram. As part of the Federal process, persons found ineligible may appeal NOAA's ineligibility determination through a reconsi- deration process. Vessels with limited access permits will be required to use a Vessel Monitoring System (VMS) whch such vessel is on a rip off the southern Atlantic states (North Carolina through the east coast of Flordia).
