Abstract: A Federal Court consent decree authoirzes Federal agencies to hire under an Outstanding Scholar Program. The degree requires agencies and OPM to collect race and national origin (RNO) data from those wo apply for the program. On OPM Form 1386B, Applicants voluntarily check a box indicating their RNO & supply basic data about themselves and job.
