Upon next submission, ED will incorporate detailed and specific criteria for the evaluation component of this grant application to establish the foundation for a rigorous evaluation of the awarded programs. ED will also determine how this application will be a part of the grant simplification initiative.

This application package, based on the Department of Education's Generic Application package, has program specific criteria which is used to provide guidance to applicants on new statutory requirements. Because this application packages is based on the generic application package it is in an easily recognizable format for applicants. It is necessary to announce the competition as soon as possible to allow SEAs and LEAs time to submit the application with a reasonable expectation that awards will be made before the next school year begins.
