Terms of Clearance: None of the information collected through these surveys may be aggregated and presented as representative of the opinions or views of all program participants. Should the agency wish to perform such aggregation, it may track, for each time the survey is conducted, the number of surveys distributed (assuming that the entire population is surveyed) and the number of completed surveys returned. If the ratio of these is over 80%, then the agency may present averages as representative and may compare these averages against results from other surveys conducted under the same conditions. In the future, the agency should recognize that statistical methods are used to conduct any survey that does not rely entirely on essay or free-form questions. The agency should provide a survey-by-survey break- down of burden, including the number of respondents and expected burden per response.

Abstract: In the interest of sound management, DOS' ECA/A undertakes the collection of information about exchange program activities and effectiveness necessary to the management and evaluation of DOS funded int'l educational and cultural exchange programs. DOS seeks clearance from OMB for these information collection activities related to program evaluation and monitoring, among program alumni, current participants, applicants, program administrators, hosts, and others related to ECA/PE/C exchange programs.
